Set up the first week

Should I install the Chief of Staff before my first employee?
Its strongest use is supervising an existing employee fleet. Start with a role that covers real work, then add oversight when coordinating several routines becomes a task itself.
Can it repair the other employees automatically?
It reads their state and prepares fault dossiers. It does not change their files or grant their releases.
Is the Chief of Staff open source?
